  • What, Not Who - British being shoved out, U.S. next; Yarnell best to stand up to Japan, but need decision
  • Empty Threats - Japanese issue empty threats to those who don't leave China; believe Russia may attack
  • Pearl Harbor - Training exercises? Signal to Japanese to stay home?
  • Jap Move - Treaty with Siam provides base for taking over Dutch East Indies and other places
  • Indo-China - Japan wants; excuse=French use to send arms to China; no, base for Dutch E. Indies
